Billie Orr

Dr. Billie Orr was elected to the Prescott City Council in November of 2015 and has served as Mayor Pro Tem since November of 2017.

Mayor Pro Tem Orr has been an advocate for public education and public school choice for decades. She taught at the Madison School District in Phoenix, Arizona and was the principal of Kiva School in Scottsdale.

She later served as Vice President of Human Resources for Continental Bank in Phoenix and returned to her education career due to concerns about her own son’s public school.

Mayor Pro Tem Orr was active in public education for over twenty-five years in Arizona, ultimately becoming the Associate Superintendent of Public Instruction. Under her leadership, Arizona implemented the most vigorous charter school program in the country and created state academic standards that were ranked among the best in the nation.

She also worked in Washington, DC with a non-profit promoting high standards, accountability and Public School Choice.

Mayor Pro Tem Orr was the Chairwoman of the Gallatin County Republican Party in Montana and a former President of Republican Women of Prescott. She is active in her church, a member of SunUp Rotary in Prescott, serves on the board for Arizona Town Hall and Yavapai Big Brothers Big Sisters as an Honorary Chairwoman for Women of Influence.

Billie enjoys reading, traveling, walking her dogs and playing Pickleball. She and her husband Bob Orr have been married for 46 years and have a son, daughter-in-law, and two grand-daughters in Orlando, Florida, where their son works as an associate for Disney.
